Monitor - The Independent Regulator of NHS Foundation Trusts The Independent Regulator of NHS Foundation Trusts is an independent corporate body established under the Health and Social Care (Community Health and Standards) Act 2003 and is responsible for authorising, monitoring and regulating NHS Foundation Trusts Department of Health website providing information about the new NHS pay scheme.
